Role Introduction
Reports to: Director People
Our Property & Services Department (PSD) includes a team of professional managers who possess professional disciplines in Architecture, Engineering and Facilities Management to focus on building and maintain the roofs and everything under them. The team acts as Centre of Excellence (CoE) in property, building, asset management and transportation subject matter experts.
As the Head of PSD, you are accountable for providing strategic direction in managing all property leasing, project management and transport related matters in line with Cathay’s purpose, vision, culture and strategy. You will work closely with our senior leaders and other stakeholders across the business to drive initiatives in designing a safe, efficient and fit-for-purpose workplace for our employees in Hong Kong and in the Regions.
We are currently looking for a property & services professional who possesses planning design, material specifications and financial capabilities to ensure all property development projects (interior and exterior) are carried out and completed in accordance with Cathay’s objectives. The ideal person will also possess property spanet knowledge in the network and particularly be familiar with the latest Hong Kong Airport Authority (HKAA) future planning for the Chek Lap Kok Airport area.
Key Responsibilities
Project Management
- Develop and implement a long-term strategic property management project plan with establishment and development on guidelines, procedures and standards for project control and management of our office renovations, lounge projects and other infrastructure-related projects, including long-term operating expense and capital expenditure budget planning, cost and benefit analysis
- Continuously identify improvement opportunities with initiatives to ensure a safe working environment, while ensuring all design briefs and specifications to meet the design principles and objectives, and to comply with statutory and corporate guidelines and ordinances
Property Strategy
- Formulate a long-term and sustainable property strategy for the Cathay Group, with focus on Chek Lap Kok with long-term lease arrangement with HKAA by maintaining a close communication channel on leasing Hong Kong International Airport properties and focus upon landlord obligations for the benefits of Cathay
- Effectively manage all costs associated with ownership, leasing or management under Cathay property portfolios by keeping abreast of the local spanet rental value, making recommendations for offsite rental sites, and maintaining connections with commercial property spanet stakeholders locally and within the Greater Bay Area, for deriving redevelopment strategy for Cathay
- Oversee worldwide property lease agreements, schedules and maintain governance process, including establishing guidelines and standards for leasing terms and conditions for negotiation with landlords, to ensure compliance with local law and regulations
Facility Management Services
- Manage and formulate strategies for effective use of all Cathay premises, from planning to implementation of facility management control, including safety and preventive measures, to ensure the facility management vendor follow our procedures with feedback loop in place
- Establish and control the property budget with an effective financial strategy
- Ensure sustainability measures are implemented effectively in line with Cathay’s sustainability leadership’s vision
Others
- Formulate and update Standard Operating Procedures and perform risk and compliance assessments
- Act as CoE to provide advice on local operation review for enhancement and sharing of best practice on all property and facility management related matters.
Requirements
- Degree in Architecture (HKIA), Surveying (HKIS), or Project Management (HKIPM)
- At least 15 years of relevant experience, including 7 years in a people management role
- Member of professional body including but not limited to HK Institute of Architects (HKIA) and International Facility Management Association (IFMA), etc.
- Hands-on project management experience
- Good knowledge of regulations and legal framework related to properties
- Professional knowledge on technical planning, design and materials details
- Professional knowledge on maintenance of building systems, equipment and materials
- Strong interpersonal and communication, and negotiation skills
- Strong problem-solving skills
- Good command of English and Putonghua is advantageous
