Raytheon is seeking an Offset and Industrial Cooperation Manager; Candidate will be responsible for all offset and industrial participation obligations for Raytheons Global ISR Sensors & Software business unit.

As the business unit subject matter expert, candidate will be responsible for managing, executing and monitoring all offset matters related to the product line obligations. Obligations in excess of $100M are typical. Management of and participation in the following program phases and interaction with the following functions is required to deliver compliant offset solutions to the business.

This position will be located at the Raytheon Emirates offices in Abu Dhabi OR Raytheon Westford, MA office . Anticipated global travel 20-30.

What You Will Do

  • Capture efforts – Offset Policy research, interpretation and advising to the business and program teams in preparation for proposals. Candidate must be able to function as country offset knowledge expert and advise the business as required. 

  • Proposal Preparations - Creating offset basis of estimates for FMS and DCS proposals. Assure capture of required implementation budgets required for successful liquidation of obligations.

  • Relationship building and maintenance with appropriate and various offset authorities.

  • Offset solutions - Creation, negotiation and implementation of direct and indirect offset project solutions using internal functional resources to support as required.

  • Contracts/Legal/Export compliance engagement to perform proper partner due diligence, and to secure required NDA, MOA LOA tools.

  • Work with Export Compliance to assure any and all licensing as required. TAAs, MLAs.

  • Work with Corporate Treasury to deliver and manage required bank guarantees.

  • Program and Finance reporting - Provide offset support to the obligated programs during execution phase. Document preparations to support program management reviews (PMRs) and multiple levels of EACs as required.

  • Corporate Reporting - Manage periodic reporting to Raytheon Offset Team as required for corporate metrics and USG reports.

  • Offset Team management – Hire/retain direct report(s) as required to execute approved programs. Candidate must be able to manage various dotted line or matrix reports as needed to perform required functions.

  • Project Collaborations - Support and contribute to various intercompany collaboration efforts via Raytheon corporate offset team, Collins Aerospace Offset team and Pratt & Whitney offset team.

  • Third Party Collaborations - Managing the capture efforts of multiple 3rd party projects. BU is participating on multiple offset projects as technology providers.

  • Offset service provider management – Manage relationship with offset service providers and utilize as required via retainer or via offset commission for project participation effort.

  • You will be asked to provide local offset education/training to internal program and functional teams.

  • Periodically support and attend Global Industrial Cooperation Association (GICA) and Defense Industry Offset Association (DIOA) conferences in order to network with US and international offset professionals as well of offset authorities.

  • Anticipated travel 20-30

Qualifications You Must Have 

  • Executing and monitoring all offset matters related to the product line obligations to ensure compliance and optimal performance.

  • Typically requires: A University Degree or equivalent experience and minimum 12 years prior relevant experience, or An Advanced Degree in a related field and minimum 10 years’ experience.

  • U.S. citizenship is required, as only U.S. citizens are authorized to access the financial management system due to government contractual requirements.

The salary range for this role is 143,000 USD - 287,000 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.

Payments under these annual programs are not guaranteed and are dependent upon a variety of factors including, but not limited to, individual performance, business unit performance, and/or the company’s performance.
