Job Title: Airfield Management Shift Lead - Radar Tech
Purpose and Scope:
Provide and implement airfield operations, safety, and support. Shall provide airfield management services, air traffic control services, aircraft ground operations control, and aircrew support. Operate and maintain Radar Airfield Weather Services (RAWS) / Air Traffic Control and Landing Systems (ATCALS) IAW DAFMAN 13-204v4. This position is in support of the Air Force Contract Augmentation Program (AFCAP) and is located at Ascension Island Auxiliary Airfield (AAAF).
Essential Responsibilities:
- Provide oversight and direction on all tasks and as the subject matter expert is the authority for airfield matters.
- Manage a fully instrumented airfield which operates and provides services for based and transient rotary and fixed wing aircraft.
- Task, manage and supervise all assigned employees.
- Perform daily airfield facility inspections to include runways, taxiways, parking, and runway conditions.
- Respond to in-flight emergencies, ground accidents or incidents, and contingency or exercise requirements.
- Provide a monthly AAAF Flight Operations Activity Report Ensure compliance with established policies and procedures.
- Coordinate, issue, receive, and maintain all PPRs (prior permissions required) for aircraft arrivals and for requested aircraft and support services.
- Conduct airfield inspections, checks, and other actives as outlined and as required.
- Implement and maintain the Airfield Inspection and Checks OI, Airfield Inspection Checklist, and Airfield Diagram and Airfield Discrepancy Log.
- Inspect the airfield for safety and compliance with airfield planning and design criteria.
- Review airfield construction and repair project priorities for impact to airfield operations and providing recommendations to USAF AFM for approval.
- Develop recommended list(s) of airfield construction and repair projects (including priority and justification) in coordination with USAF AFM.
- Ensure that all requirements are met as defined in the Performance Work Statement.
- Closely supervises equipment and material within assigned area of responsibility.
- Maintain an up-to-date Flight Planning Room and Airfield Status Display in accordance with DAFMAN 13-204v2 that includes a complete set of current applicable DoD aeronautical publications (e.g., area planning publications or flight charts, pertaining to ASC).
- Ensure all airfield related maps are current and accurate to include on-base crash grid map, airfield diagram, aircraft parking plan, etc.
- Act as Flight Information Publication (FLIP) Manager for transient aircrews and base units.
- Develop an RAWS/ATCALS training program IAW DAFMAN 13-204V4, Chapter 9.
- Document RAWS/ATCALS maintenance data in IMDS and ensure that RAWS/ATCALS facility, systems installation, and equipment records are current and available IAW T.O. 00-33A-1001, Chapter7, and DAFMAN 13-204v4.
- Ensure RAWS/ATCALS directives and technical publications are on hand, maintained current, and utilized.
- Maintain equipment with in-service and up-time rates of 96 percent or higher (a MAJCOM standard) and respond to system restoral requests within 30 minutes of a request with zero discrepancies allowed, with system restoral priorities as follows (in order of the systems to be restored first): Very High Frequency (VHF) Omni-Range Tactical Air Navigation (VORTAC), weather systems, ATC radio systems and associated recorders.
- Report planned and unplanned system outages and maintenance status at AAAF by telephone or electronic message to the Det 2 CC and the COR.
- Perform and document physical and visual system and equipment grounding and lightning protection inspections semi-annually as part of Preventive Maintenance Inspections (PMIs) and required site inspections.
- Correct defects discovered during these inspections to protect personnel, safeguard equipment, and maintain operational effectiveness. The Contractor shall perform all maintenance according to applicable system or equipment technical data, and applicable commercial manuals.
- Maintain facility grounding and perform facility grounding testing on all facilities and equipment, to include equipment signal grounds and lightning protection testing, IAW TO 00-33A-1001, Chapter 7, Paragraph 7.4.6.
- Ensure that all support and Test, Measurement Diagnostic and Equipment (TMDE) used to maintain USAF RAWS/ATCALS systems is maintained and calibrated by a USAF certified facility.
- Perform effective corrosion prevention and control actions on RAWS/ATCALS systems IAW TO 00-33A-1001, chapter 6.
Minimum Position Knowledge, Skills and Abilities Required:
- At least 3 years of experience executing Airfield Management Operations Supervisor (AMOS) duties and responsibilities IAW 1C7 Career Field Education and Training Plan (CFETP) and AFMAN 13-204 v1 & DAFMAN 13-204 v2.
- Must possess an USAF AMOS certification (or have equivalent education and experience) executing Airfield Management duties that correlate to tasks in the Airfield Management Operations Coordinator (AMOC) and AMOS Position Certification Guide (PCG).
- The only current acceptable civilian equivalent is the American Association of Airport Executives (AAAE) Airport Certified Employee (ACE).
- Personnel with prior U.S. Army, Navy, or Marine experience must provide training records and certificates from their respective branch detailing equivalency.
- Personnel shall have an operational understanding of the following airfield criteria: Obstacle clearance; standards for airfield signs, markings & lighting systems; aircraft restrictions; standards for airfield pavement conditions/distresses; bird/wildlife hazards; standards for RAWS/ATCALS; and airfield construction safety guidelines.
- Personnel shall possess required knowledge, skills, and abilities to effectively manage and inspect the airfield environment for safety and compliance with established Air Force, FAA, International Civil Aviation Organization (ICAO), or North Atlantic Treaty Organization (NATO) airfield planning and design criteria.
- The Advanced Airfield Managers (AAFM) course is not required but preferred.
- Possess required knowledge, skills and abilities to effectively promote air traffic system safety in compliance with established Air Force, FAA, ICAO or NATO criterion.
- Qualified, trained, and certified with required access to perform VORTAC and RAWS/ATCALS O&M and maintenance is preformed per applicable TO and AFMAN guidance to include DAFMAN 13-204 Volume 4, TO 31R4-2FRN44A, TO 31R4-2FRN45C-2, TO-31R4-2FRN44-2-32JG-1 and TO-31R4-2FRN44-2-32GE-1.
- Must be qualified to assist Air Force Flight Standards (AFFSA) personnel in completing the certifications and inspections of RAWS/ATCALS equipment. Government personnel will certify RAWS/ATCALS systems for operation.
- Must be able to complete and maintain certification to operate a vehicle on the airfield, to include meeting all color vision testing IAW AAFI 13-204 and local airfield driving instruction.

- Ability to successfully pass contract medical requirements and maintain requirements for duration of deployment.
- Prior overseas government contracting experience preferred.
Work Environment, Physical Demands, and Mental Demands:
- Able to stand for long periods of time such as eight (8) to ten (10) hours, bend, kneel, and reach to store/retrieve supplies.
- Living and working conditions at the assignment location could be remote and uncomfortable.
- Long hours, exposure to weather and hazardous conditions.
- Personnel should be aware of moving on short notice and under adverse conditions.
- Ability to travel domestically and internationally.
