Job SummaryCoordinates internal software compliance reviews and contributes to the preparation of variance analysis and input in the department’s budget and forecast. Monitors and ensures that software assets and related processes used at NAV CANADA are carried out in accordance with legal and regulatory requirements, including NAV CANADA procedures, standards, and guidelines. Provides internal coordination and supports negotiations with software vendors to procure software licenses, subscriptions, and maintenance for NAV CANADA software licenses. Determines requirements and provides support and recommendations to clients in support of their software needs.

Key Accountabilities:
Under the direction of the Manager, Software Asset Management (SAM): Consults with Technology Organization colleagues and clients to understand, validate, and cost the software licensing requirements of new initiatives, ensuring solutions are in a state of license compliance.
Consults and oversees vendors to obtain software quotes and prepare cost and feature comparisons and negotiates favorable contract terms including discounts. Participates in vendor negotiations in the procurement of software licences, subscriptions and maintenance contracts ensuring NAV CANADA receives the best value available.
Provides software support to Project Managers and delivery teams to understand, validate, and cost the software licensing requirements of new initiatives, ensuring that license compliance is maintained throughout the project delivery process.
Maintains Software Inventory: Track software budgets, contracts, and costs, and keep inventory information up to date.
Assists with Budget Preparation: Support the manager in preparing and reviewing the annual budget and periodic financial forecasts.
Analyzes Licensing Costs: Perform periodic and ad hoc analyses of software licensing costs compared to budgets and forecasts. Tracks and prepares performance metrics for software licenses and information, and maintenance renewal transactions.
Conducts compliance reviews of processes and software asset use within NAV CANADA; identifies exposures and recommends appropriate remediation to ensure the company continues to meet its software legal and contractual obligations.
Investigates and identifies areas of software under-utilization and proposes strategies for cost avoidance through license harvesting activities.
Recommends software management policy and procedural guidelines for NAV CANADA.
Keeps abreast of current software asset management best practices, business requirements, corporate contracting, and procurement policies and processes.
Job Requirements
Education:
Experience:
A minimum of three (3) years of experience in a related field.
Experience performing software asset management activities such as analysis of business requirements, preparing, analyzing, and reporting financial information.
Experience providing software expertise and guidance to clients ranging from end-user support to senior management.
Experience tracking, identifying and renewing software agreements including obtaining software quotes and preparing cost and feature comparisons.
Experience conducting compliance reviews, identifying exposures, and propose appropriate remediation to ensure compliance with legal and contractual obligations.
Experience negotiating contract terms, conditions, and pricing with vendors.
Knowledge
Current knowledge of major software vendor licensing and maintenance programs (e.g., Microsoft, IBM, ServiceNow, Workday etc.).
Broad knowledge across the spectrum of IT technologies, including business applications (e.g. Workday) infrastructure (e.g., servers and storage) client computing (e.g., Microsoft Office) and service delivery models (e.g., cloud computing), as they pertain to software licensing models.
Knowledge of the Information Technology Infrastructure Library (ITIL) framework and, specifically, knowledge of the Service Support processes (Incident Management, Problem Management, Change Management, Release Management and Configuration Management) and their relationships.
Knowledge of Generally Accepted Accounting Principles (GAAP), particularly those for financial analysis, budgeting and forecasting including a good understanding of capital and operating budget planning and approval process.
Knowledge in software asset management best practices.
