Job Description:

Incumbent serves as a Management & Program Analyst within the Aircraft Registration Branch of the Civil Aviation Registry, AFB-711.

Duties

The Management and Program Analyst will analyze and review assigned programs/management functions and
identify actual or potential problem areas, trends, accomplishments, issues and practices as it relates to the registry. The Analyst will plan and conduct a variety of program and management studies which involve one or more of the following general areas: program planning, execution and control, and management improvement and control as they relate to the performance and the mission of the Aircraft Registration Branch in a paperless environment.

Plans schedules and conducts management and program related analytical studies and projects in one or more of the following functions:

Program Planning, Execution and Control
Conducts analyses in the review and evaluation of program activities. These analyses are conducted to ensure proper program integration and conformance to FAA policy, completeness, and adequacy of operations in meeting goals and objectives. Prepares recommendations based on such review, and discusses recommended courses of action with program managers to resolve major problem areas. Recommendations include but are not limited to financial, programmatic interfaces and impact of not meeting goals and objectives. Plans, coordinates and conducts special analytical studies and projects of major concern to the organization, and involves participation by front line managers and others as required by the particular task. Searches and analyzes a variety of materials, coordinates background information, and prepares issue papers, reports and/or charts to be presented by senior management or used in response to inquiries or clarification of issues.

Management Improvement Control
Develops procedures and methods for ensuring the efficiency and effectiveness of the legal instruments examination process in an automated environment. Assists in the administration and delivery of training, updates, and other advisories to employees in formal training, on¿the¿job training and those affected by changes in the Registry Modernization System (RMS). Plans, schedules, and conducts analyses, studies and surveys directed to improve quality, effectiveness, and efficiency of management policies and procedures, manpower utilization, distribution of work, location and associated organization functions in the automated environment.

Performs other duties as assigned.

Qualifications

To qualify for this position at the FG-11 (FV-G) level, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to the FG-9 (FV-F) level. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position to be filled.

Specialized Experience includes: Experience applying policy and processes associated with the registration and recordation of civil aircraft; experience analyzing findings and making recommendations regarding effectiveness of procedures governing recordation of conveyances and registration of aircraft to achieve program objectives and improvements; experience applying established policies and procedures in accordance with Federal Aviation Regulations; and/or analyzing program progress, trends and issues.

OR

Education Substitution: Ph.D. or equivalent doctoral degree

OR

3 full years of progressively higher-level graduate education leading to such a degree

OR

LL.M., if related.

Salary Range: $72,553 - $94,317
